Installation of the new Archbishop of Birmingham

Great hope for this country with Bernard Longley's installation as Archbishop of Birmingham.

I'm ignorant on these matters, but are attending Bishops supposed to intentionally look worse that the new Archbishop on these occasions? The last time I saw head-dress like that, it was in KFC.
